If you run a business in Russia, Kazakhstan, Belarus, Uzbekistan or another CIS country, you have most likely met this wall already: Anthropic does not accept your payment method, does not invoice CIS entities and does not bill in rubles. This is deliberate policy, not a temporary glitch. Anthropic requires a credit card issued in a supported country (mainly the US, EU countries, the UK, Canada, Australia and Japan) and ties billing to entities registered in those jurisdictions.
Below we look at what the barrier looks like, why it exists and how codexkey removes it. Your team can build products on Claude Sonnet 4.6 and Opus 4.8 and save on gpt-5.6-luna for simple, high-volume tasks, without setting up a shell company in Delaware.
Haiku is in the catalogue too: claude-haiku-5.5 and claude-haiku-4.5, with prices on the models page. They are available on the Premium channel and not on the Cheap channel.
The problem: Anthropic's payment barrier
Anthropic's API billing has three hard requirements, and together they shut out nearly every CIS business:
-
A supported credit card. Visa or Mastercard issued by a bank in a supported country. Russian-issued cards are declined, even Visa cards from banks that are not under sanctions. Cards from Kazakhstan and Uzbekistan work some of the time, depending on the issuing bank.
-
Entity verification. Organizations asking for higher rate limits or an enterprise agreement must show a registered entity in a supported jurisdiction. A Russian OOO or a Kazakh TOO does not qualify.
-
No invoice billing for the CIS. Anthropic invoices enterprise customers, but its sales team will not onboard a company registered in the CIS. There is no ruble or tenge invoice option.
The result: individual developers sometimes get around this with a friend's foreign card or a virtual card service. A business needs reliable, auditable, ongoing API access, and these workarounds do not give it that. You cannot run production infrastructure on a borrowed Revolut card.
What CIS businesses actually need
We have talked to hundreds of CIS teams building on Claude, and their requirements line up:
- Ruble payments. Pay from a bank account or corporate card, ideally via SBP: instant, zero-fee bank transfers that every major Russian bank supports.
- A crypto option. It suits teams that hold USDT or BTC, and companies in jurisdictions where a crypto payment is easier than an international wire.
- No foreign entity. A team should not have to register a US LLC or an EU company just to call an API.
- Stable API access without a VPN. Anthropic's console and API endpoints are not blocked in CIS countries at the network level. The bottleneck is account creation and billing.
- Proper documents. Accounting and tax need paperwork for every payment, ideally in a format an accountant recognizes.
How codexkey solves it
codexkey is an API gateway that proxies requests to Claude models. The models are the same (Sonnet 4.6, Opus 4.8), with the same capabilities, context windows and feature set, and the catalog also has gpt-5.6-luna for cheap, high-volume work. Only the billing and account side differs:
-
Sign-up in 2 minutes. Create an account on codexkey with an email. There is no entity verification and no jurisdiction check.
-
Top up the balance. Choose an SBP QR code (instant, zero fees), cryptocurrency (USDT, BTC) or a Russian bank card. The balance is credited immediately.
-
Get an API key. Generate one or more keys in the dashboard. Each key works at once.
-
Point your SDK at codexkey. Change the
base_urlin your Anthropic SDK client. That is one line of code, and every existing integration keeps working without edits.
A VPN is not required. Use the compatible API endpoint, but verify model and channel availability for your workload. Provider limits and policies still apply: gateway access does not guarantee the same quotas as a direct Anthropic account.
Payment methods in detail
SBP QR (Faster Payments System)
SBP is the main instant payment method in Russia. Every major bank supports it, transfers settle in seconds, and the sender pays no fee on transfers under ₽100,000/month.
Topping up through SBP on codexkey looks like this:
- A QR code appears in the dashboard
- You scan it with your banking app (Sber, Tinkoff, Alfa, VTB, Raiffeisen, etc.)
- The funds reach your codexkey balance within 5-30 seconds
- There is no commission on the codexkey side
For Russian businesses this is the recommended method: fast, free, and it leaves a clean bank statement for your accountant.
Cryptocurrency
codexkey accepts USDT (TRC-20 and ERC-20) and BTC. This helps:
- teams in Belarus, Uzbekistan and other CIS countries where SBP is not available
- companies that hold a crypto treasury
- developers who prefer pseudonymous payments
Crypto top-ups are credited after the standard number of network confirmations: 1 for TRC-20, 12 for ERC-20, 2 for BTC. The balance updates automatically.
Russian bank cards
Ordinary Visa and Mastercard cards issued by Russian banks work for top-ups. MIR cards are supported too. The payment is processed domestically, so there is no international transaction fee and no currency conversion.
Integration guide: swap the SDK without rewriting code
codexkey's architecture is built so that you change one line of configuration and everything else stays the same. Here is what that looks like in practice.
Python (Anthropic SDK)
Before: calling Anthropic directly
from anthropic import Anthropic
client = Anthropic(api_key="sk-ant-...")
message = client.messages.create(
model="claude-sonnet-5",
max_tokens=1024,
messages=[
{"role": "user", "content": "Summarize this contract in 3 bullet points."}
],
)
print(message.content[0].text)
After: calling through codexkey
from anthropic import Anthropic
client = Anthropic(
api_key="sk_cdx_...", # your codexkey key
base_url="https://api.codexkey.online",
)
message = client.messages.create(
model="claude-sonnet-5",
max_tokens=1024,
messages=[
{"role": "user", "content": "Summarize this contract in 3 bullet points."}
],
)
print(message.content[0].text)
Only api_key and base_url change. Everything else (model names, parameters, streaming, tool use, vision) behaves the same.
TypeScript (Anthropic SDK)
import Anthropic from "@anthropic-ai/sdk";
const client = new Anthropic({
apiKey: "sk_cdx_...",
baseURL: "https://api.codexkey.online",
});
const message = await client.messages.create({
model: "claude-sonnet-5",
max_tokens: 1024,
messages: [
{ role: "user", content: "Summarize this contract in 3 bullet points." },
],
});
console.log(message.content[0].text);
Environment variables
If you would rather not hardcode the base URL, set it as an environment variable:
export ANTHROPIC_API_KEY="sk_cdx_..."
export ANTHROPIC_BASE_URL="https://api.codexkey.online"
The official Anthropic SDKs (Python and TypeScript) read ANTHROPIC_BASE_URL on their own, so you do not need to touch the code at all.
Streaming
Streaming works the same way:
from anthropic import Anthropic
client = Anthropic(
api_key="sk_cdx_...",
base_url="https://api.codexkey.online",
)
with client.messages.stream(
model="claude-sonnet-5",
max_tokens=2048,
messages=[
{"role": "user", "content": "Write a detailed analysis of Q1 revenue trends."}
],
) as stream:
for text in stream.text_stream:
print(text, end="", flush=True)
Tool use
Tool use (function calling) is fully supported:
import json
from anthropic import Anthropic
client = Anthropic(
api_key="sk_cdx_...",
base_url="https://api.codexkey.online",
)
tools = [
{
"name": "get_order_status",
"description": "Look up the status of a customer order by order ID.",
"input_schema": {
"type": "object",
"properties": {
"order_id": {
"type": "string",
"description": "The order ID, e.g. ORD-12345"
}
},
"required": ["order_id"]
}
}
]
message = client.messages.create(
model="claude-sonnet-5",
max_tokens=1024,
tools=tools,
messages=[
{"role": "user", "content": "What's the status of order ORD-78901?"}
],
)
for block in message.content:
if block.type == "tool_use":
print(f"Tool call: {block.name}({json.dumps(block.input)})")
Business features
codexkey is more than a payment gateway. It has the features CIS businesses need for production:
Separate API keys per team
Generate separate keys for teams, projects or environments. Each key has its own usage tracking, so you can attribute costs to specific products or departments.
Spending limits
Limit automated workloads on the client side and watch customer usage cost. The codexkey key API does not expose per-key budgets, RPM/TPM, concurrency or model allowlists; account-level controls cover a separate scope.
Usage dashboard
The codexkey dashboard shows usage in real time and over past periods:
- Tokens consumed (input and output, broken down by model)
- Cost per day, week, month
- Requests per minute and per day
- Error rates and latency percentiles
Admin controls
For teams with several developers:
- Invite members with roles (admin, developer, viewer)
- Revoke API keys instantly
- Review audit logs of key creation and deletion
Compliance and data flow
CIS businesses often ask: where does my data go?
The data flow goes like this:
- Your application sends a request to
api.codexkey.online. - codexkey checks your API key and your balance.
- The request is forwarded to Anthropic's Claude API.
- Claude processes the request and returns the response.
- codexkey streams the response back to your application.
- codexkey records metadata (token counts, model, timestamp) for billing. Prompt and response content is not logged.
What matters here:
- Prompts are not stored. codexkey keeps neither your messages nor Claude's responses. Only billing metadata remains.
- Anthropic's data policy applies. When you use Claude through the API (directly or through codexkey), Anthropic's API data policy states that API inputs and outputs are not used for model training.
- GDPR. If you process EU personal data through Claude, the same GDPR obligations apply as with direct Anthropic usage. codexkey adds no extra data processing, because prompts and responses are not stored.
Cost comparison
How does codexkey stack up against the alternatives a CIS business might consider?
| Feature | Anthropic Direct | codexkey | OpenAI (GPT-4.1) | Together.ai |
|---|---|---|---|---|
| CIS payment methods | No | SBP, crypto, RU cards | No | No |
| Ruble billing | No | Yes | No | No |
| CIS entity accepted | No | Yes | No | No |
| Account setup time | Blocked for CIS | 2 minutes | Blocked for most CIS | Possible but USD only |
| Claude Sonnet 4.6 | $3 / $15 per 1M tokens | Same rates | N/A | N/A |
| Claude Opus 4.8 | $15 / $75 per 1M tokens | Same rates | N/A | N/A |
| Claude Haiku | $0.33 / $0.33 per 1M tokens | Available: claude-haiku-5.5, claude-haiku-4.5 | N/A | N/A |
| GPT-4.1 equivalent | N/A | N/A | $2 / $8 per 1M tokens | N/A |
| Prompt caching | Yes | Yes | Yes | Yes |
| Streaming | Yes | Yes | Yes | Yes |
| Tool use | Yes | Yes | Yes | Varies by model |
| Spending limits | Yes | Yes | Yes | Yes |
| Per-team keys | Enterprise only | Yes | Enterprise only | No |
| VPN required | No (but billing blocked) | No | No (but billing blocked) | No |
The main takeaway: if you specifically need Claude models (and many CIS teams do, especially for code generation and Russian-language tasks where Claude is strong), codexkey is the only option that accepts CIS payment methods at the same prices as Anthropic direct.
If you are open to non-Claude models, OpenAI and Together.ai are alternatives, but they have the same billing problem for CIS entities. You would still need a foreign card or entity.
Case studies: typical CIS use cases
Customer support automation
A mid-size Russian e-commerce company handles 15,000 support tickets a month. It uses gpt-5.6-luna for initial ticket classification and routing (cheap, fast, accurate) and Claude Sonnet to write detailed answers to complex queries. Monthly API cost: roughly $200-400, depending on ticket complexity.
Before codexkey, they paid with a developer's personal foreign card. That caused accounting problems and a single point of failure. Now they pay via SBP from the corporate account, get proper documents and keep separate API keys for staging and production.
Code review and generation
A Kazakh software consultancy built its internal code review tool on Claude Sonnet 4.6. Claude analyzes every pull request for bugs, style issues and security concerns. It also generates boilerplate code and writes tests.
Monthly usage: roughly 50M input tokens and 10M output tokens on Sonnet. They considered Together.ai and rejected it, because in their benchmarks Claude does noticeably better on code.
Document processing and summarization
A Belarusian legal tech startup works with contracts in Russian and English. It uses Claude Opus 4.8 for complex legal analysis, where accuracy is critical, and Sonnet for routine summarization. The long context window (200K tokens) lets them feed in whole contracts without chunking.
They also evaluated OpenAI's GPT-4.1, but Claude measurably won on Russian legal text: fewer invented clause numbers and a better grasp of CIS legal terminology.
Internal knowledge base chatbot
An Uzbek fintech company built an internal assistant that answers employee questions about company policies, product documentation and regulatory requirements. It runs RAG (retrieval-augmented generation) with Claude Sonnet. Most questions need short answers drawn from a large context, so input tokens dominate the cost and prompt caching pays off especially well.
Monthly cost with caching: roughly $150. Without caching it would be closer to $600. codexkey supports prompt caching through the same API as Anthropic direct.
FAQ
Do I need a VPN to use codexkey?
No. The codexkey API endpoint and dashboard open from any CIS country without a VPN. There are no IP-based restrictions.
Is the pricing the same as Anthropic direct?
Yes. codexkey charges the same per-token rates as Anthropic, with no markup on API calls. Revenue comes from the margin on payment processing.
Can I keep my existing code unchanged?
If you already use the Anthropic Python or TypeScript SDK, you change two things: the API key and the base URL. Everything else (model names, parameters, streaming, tool use, vision) works the same.
What happens if my balance runs out mid-request?
If the balance cannot cover a request, the API returns a 402 Payment Required error before processing begins. You are not charged for a partial response. Top up and retry.
Does Claude's prompt caching work?
Yes, exactly as Anthropic documents it. Pass the cache_control parameter in your messages, and cached input tokens are billed at the discounted rate.
Can I get documents for my Russian company (OOO)?
Yes. codexkey provides payment documentation for every top-up. For enterprise accounts we can prepare formal documents that meet Russian accounting requirements.
Is there a minimum top-up amount?
Via SBP the minimum is ₽500 (about $5). For crypto the minimum depends on the network (typically a $10 equivalent, to cover the network fee).
What models are available?
The codexkey catalog covers Claude Sonnet 5, Sonnet 4.6, Opus 5, Opus 4.8, Opus 4.6, plus the GPT lineup: gpt-5.6-luna, gpt-5.6-sol, gpt-5.6-terra. Haiku is there too: claude-haiku-5.5 and claude-haiku-4.5. New models appear within 24 hours of their Anthropic release.
Getting started
If your CIS business needs Claude API access, stop fighting with foreign cards and shell companies. Register on codexkey, top up via SBP or crypto and send your first API calls in 5 minutes.
The interface is the same and so are the models. One thing changes: you can finally pay for them.
