Short answer: a VPN does not solve the Claude problem. Anthropic's policy looks at the country where you are physically located, not at your IP address. An account opened from Russia through a VPN can be shut down at any moment, and the chat history and projects go with it. A developer has a substitute: Claude models through an API gateway, with no VPN and no Anthropic account. Below are sourced facts, not forum horror stories.
Do you need a VPN for Claude
The question is slightly off. A VPN masks your IP, and Anthropic's supported regions policy is about something else. The company's products, Claude.ai, Claude Code and the API, are available only in the listed countries and regions. Anything not on the list counts as unsupported. Russia was not on the list when we opened it on 29 October 2026.
The policy describes three kinds of unsupported use:
- a person is physically located in an unsupported region, even if they work on behalf of a company from a supported country;
- a company is registered or run from such a region, in which case the rule covers its employees wherever they sit;
- an organization is owned or controlled by people from an unsupported region.
The page gives an effective date of 12 November 2026. The word VPN does not appear in the text. The conclusion is simple. A VPN does not change where you are, and the policy is about exactly that.
What is known about 12 November 2026, and what the text leaves out
We rechecked the date on 2 November by opening both the policy page and its PDF. The list holds 185 countries and regions, and Russia, Belarus, China and Hong Kong are not among them. The policy names authorized resellers and cloud platforms among the channels for reaching Claude models, again only in the listed regions.
The main thing is missing. The text does not say how enforcement will change from that date or how the policy differs from the previous edition. Independent API gateways are not mentioned. We draw no legal conclusions and do not promise that access through any service will stay as it is.
What is known about VPN-related bans
There is less confirmed here than the headlines suggest. We sorted the claims by source.
| Claim | Status |
|---|---|
| Russia and Hong Kong are not on the list of supported regions | Confirmed by Anthropic's policy |
| Creating an account from an unsupported location is named as a ban reason | Confirmed by Anthropic's help article |
| Affected users get emails about "suspicious signals" and a usage policy violation, with an offer to appeal | Quoted in Kod.ru's article of 2 October 2026 |
| The cause was the VPN itself | A guess by users and the publication; Anthropic has not confirmed it publicly |
| Appeals do not help | User reports: some say the decision was called final |
| Scale of the wave | No official figures |
Kod.ru says Russians were already blocked in large numbers in May, with the same suspected causes: frequent IP changes and VPNs. We pass this on as user reports. It stays a rumor until Anthropic confirms it.
Why a VPN does not solve the problem
There are four reasons.
- The policy is tied to physical location, and a VPN does not change that.
- Payment. A Russian bank card is usually declined whatever your IP is. What works and what does not is covered in How to pay for Claude from Russia.
- The cost of a mistake. A block takes the whole account, chat history and projects included.
- Trust in the VPN provider. It sees all of your traffic, working tokens and keys included.
Because of that last point we do not pick a "best VPN for Claude" and we name no providers. We have no recipes for getting around a regional restriction and we will not give any.
What to do if your account is blocked
The order below follows Anthropic's help article on warnings and appeals.
- Read the email and find the reason. The help article lists, among others, repeated Usage Policy violations, creating an account from an unsupported location and breaking the terms of service.
- File an appeal. Sign in to the blocked account on claude.ai and fill in the form at
claude.ai/restricted. The form does not open without signing in. Anthropic names no response time and says it is replying more slowly than usual. - Get your data out. Free, Pro and Max users can sign in to a blocked account, export their data or delete it. The scope of the export may be limited depending on the violation.
- Do not open a new account the same way. The same location gives the same grounds for a ban.
- Move your workflow to an API key so that losing an account does not stop your work.
A fuller recovery plan is in Claude account banned or blocked.
How to stop depending on one account
When your whole workflow lives inside someone else's account, one email can take it away. Four habits help.
- Keep agent instructions in a repository.
CLAUDE.md, skills and prompt templates belong in git, not as the only copy inside Projects. - Export chat history you would hate to lose, on a schedule.
- Do not tie scripts and bots to a personal subscription. Automation gets its own API key, which you can revoke and replace.
- Write code so that switching the model provider means editing one address and one variable.
The last one is easier than it sounds. With codexkey, models from different vendors are called with one key, and the OpenAI-compatible address https://api.codexkey.online/v1 works with most SDKs.
Claude without a VPN: how it works through the API
codexkey does not restore accounts and does not open claude.ai. It is a gateway to model APIs. You get a key sk_cdx_..., top up the balance with a Russian card, through SBP (the Russian Faster Payments System) or with crypto, and call Claude models at https://api.codexkey.online. No VPN is needed, and you do not create an Anthropic account.
Claude Code connects through environment variables. The ANTHROPIC_DEFAULT_* lines are mandatory: without them the agent asks for its own default models and gets an error. The permanent setup through settings.json is described in the Claude Code guide:
export ANTHROPIC_BASE_URL="https://api.codexkey.online"
export ANTHROPIC_AUTH_TOKEN="sk_cdx_YOUR_KEY"
export ANTHROPIC_MODEL="claude-sonnet-5"
export ANTHROPIC_DEFAULT_OPUS_MODEL="claude-opus-5-5"
export ANTHROPIC_DEFAULT_SONNET_MODEL="claude-sonnet-5"
export ANTHROPIC_DEFAULT_HAIKU_MODEL="claude-sonnet-5"
claude
A direct Messages API call looks like this:
curl https://api.codexkey.online/v1/messages \
-H "x-api-key: sk_cdx_YOUR_KEY" \
-H "anthropic-version: 2023-06-01" \
-H "content-type: application/json" \
-d '{
"model": "claude-sonnet-5-5",
"max_tokens": 256,
"messages": [{"role": "user", "content": "Hello"}]
}'
Prices are in USD per 1M tokens from the codexkey price list of 29 October 2026, and current values are on the models page. Claude Opus 5.5 costs $0.86 input and $4.32 output, Claude Sonnet 5.5 $0.52 and $2.60, Claude Haiku 5.5 $0.08 and $0.32.
What you do not get: the claude.ai site and the Anthropic account features such as Projects, memory across conversations and the Claude in Chrome extension. Those belong to the subscription, and the API does not have them. The Claude Desktop app does connect to the gateway, but that is a separate walkthrough: Claude Desktop: install and connect MCP.
One caveat for companies. Anthropic's policy explicitly mentions organizations registered in unsupported regions. codexkey is a separate service with its own terms, and we give no legal opinion on how a vendor's regional rules apply to your company. If the question is critical for you, take it to a lawyer before you build a product on this.
How to tell an honest service from a trap
The search "Claude in Russia" brings up plenty of offers, and some are dangerous. Be suspicious if someone offers you:
- a shared Claude Pro or Max account "for two or three people" for a symbolic sum: the owner risks a block, and so do you;
- a request to hand over the login and password of your account "to set up the subscription";
- an executable file or a "patch" that is not on the official download page;
- "unlimited Claude" with no contract, no description of terms and no way to check which model you are really connected to.
A working API service looks duller. A public model list with IDs and prices, clear addresses, a key you create and revoke yourself, and a balance that is spent per token. The codexkey model list is open at GET https://api.codexkey.online/v1/models, and the page Claude API from Russia explains in detail how access works.
What else can replace Claude if you have no account
| Task | Route |
|---|---|
| Agent in the terminal | Claude Code on a gateway key, setup in the Claude Code guide |
| App with MCP | Claude Desktop in Gateway mode |
| Bots, CI, your own services | API billed per token, paid in rubles |
| Other models | GPT, Gemini, DeepSeek, Kimi and Qwen through the same key |
| Anthropic subscription features | Not available from Russia, the subscription is not sold |
If Claude is not a must, compare the options in Claude alternatives in Russia. Subscription prices, which stay out of reach without a supported region, are collected in Claude subscription prices.
FAQ
Do you need a VPN for Claude?
No, if you work through an API gateway. Claude.ai and an Anthropic account are unavailable from Russia under the vendor's rules, and a VPN does not change that: the policy counts physical location, not IP. API access through codexkey needs no VPN.
Does Claude ban accounts for using a VPN?
The word VPN does not appear in Anthropic's official documents. The help article names creating an account from an unsupported location as a ban reason. Users and the press link the waves of blocks in Russia and Hong Kong to VPNs, but Anthropic has not confirmed that publicly.
How do I use Claude without a VPN?
Through the API. Get a codexkey key, top up the balance with a Russian card, through SBP or with crypto, and set the address https://api.codexkey.online in Claude Code, Claude Desktop or your own code. You do not need an Anthropic account, but this access gives you neither the claude.ai chat nor the subscription features.
Which VPN is best for Claude?
We name no providers and give no workarounds. A VPN does not change the physical location the policy refers to, and a third-party service sees all of your traffic, keys included. It is safer to cut the dependence on an account and move to the API.
What changes on 12 November 2026 for people in Russia?
The supported regions policy page gives an effective date of 12 November 2026. Russia is not on the list, and use by people who are physically located in an unsupported region, and by organizations registered or controlled from there, is called unsupported. The page does not explain how the policy will be applied after that date.
Does Claude Code work without a VPN?
Yes, if you point it at a compatible gateway: set ANTHROPIC_BASE_URL, a key and the default models. Installing Claude Code from the official addresses and connecting a key are described in the guide. Signing in to an Anthropic account is not needed in this mode.
What should I do if Claude banned my account?
Sign in to the blocked account on claude.ai, fill in the appeal form at claude.ai/restricted and take your data out. Expect to wait: Anthropic says response times are currently longer than usual. Move your work to the API in parallel so you do not stall.
